Your faction must be at least 10000 to buy or sell goods or services with this vendor.

This is the Chronomagic Reward Merchant. There's one very near the Timeless Chronomage in major cities. They sell gear when you have enough faction (10,000) with The Chronomancers, which you earn by doing Chronomagic Missions.
