Caiman, Deepwater Caiman, and Saltwater Crocs all work for this. Keep in mind that this is one where the update from killing a croc is random.

The Bull Crocodiles gave me an update every time. Maybe I was lucky. I also got updates from the little ones in the nests. It was easy to AOE the whole nest and kill them off. Got several updates each time. It went real fast in the cave.

I confirm Clear all poping set of kadaren.Lvl 53 mobs encounter. After the the last group of the ring event kamal will pop in Champions Court with a champion pit fighter.

Precepter Kamal spawned for me in the Champion's court at 11:28 am gametime. If the cheering fans are up that means he probably is because they spawn with him.

I cleared one set of kadaren. 3 Lvl 53 mobs in one encounter. 1 was ^^, the other 2 were ^. Cheering fans spawned at 12:44AM gametime as well as Kamal.

Preceptor Kamal was 52^^ with a linked 52^^^ champion pit fighter. They spawn at the Champion's Court, and walk to the arena and despawn.

The Preceptor you have to 'fire' is Preceptor Kamal.

I spawned Kamal by killing Kadares at the champions court,
he then came wandering on the stairs between that court and Blades court.

Completeing this quest opens up the Court of the Coin: Setting the House in order quest
also Preceptor Kamal spawns every 40 min. I was able to solo him and his pet as a lvl 60 conjurer

Crocodiles work for the caiman skins. You can get them in groups of 2 and 3 in the croc caves - goes a bit faster than finding enough caimans.

ok. kamal is surely not bugged. the problem is as follows : some people tend to only kill kamal and then break encounter and do not kill his minion. if you have the problem of him not spawning with the fans, you should backtrace his way up to the arena and look for his lvl 53 ^^^ petlike creature. kill it to reset his spawn and next time he will surely spawn. i tested it out and it worked. good luck.

I can confirm as Kazoodle mentioned that this is definately bugged on Najena. Fans spawns including the Saracen fan but the preceptor never shows up. I'll be /bugging this daily and I encourage anyone else stuck on this step to do the same.

Ok, been looking for Kamal for about 4 hours, I have seen the cheering fans spawn about 6 times now, but Kamal has never spawned in the champ court. We have had people checking the route to the arena each time and have never seen him. Anyone that has more info on this please post, it would be greatly appreciated

After finishing with the Tower captians and collecting the pelts from the gazelle and the cats, Neriph asks you to collect taxes.
1. Collect tax money from Bartermaster Ahzeem in The Golden Scepter.
2. Collect Tax Money from Honest Ali at the docks in sinking sands
3. Collect Tax money from Merchant Gaazahl in Maj'Dul (near the carpet -232 160 -110) when you ask for the taxes 2 "Gaazahl's Thugs" level 53 one down once you kill them Gaazahl is happy to pay up.
Neriph also asks you to collect 20 caimen skins these can be found on caimen in the sinking sands. Though I didnt find the update especially common.

When you Fire Preceptor, you also have to Hire a new Preceptor. Hail Preceptor Jazeel (29.84, 137.14, 216.91) on the right side of the door to Champion's Court

the tax collection and camin collection part comes before Preceptor Kamal.
When you hail Merchant Gazzahl, 2 lvl 53v guards wil pop and auto aggro you. kill them then talk to Gazzahl again.

for kamal wait for the cheering fans at the top of the steps by the champions court. when they spawn he will pop.hes pretty tuff to solo. better get some backup.

'fire' Proceptor Kamal, he spawn each 40 minute at Champion's court and walk to Palace and despawn. He is lvl52-53+++ with a lvl53+++ pet. 30-60 second before he spawn a lot of cheering fan will spawn. Kamal AE hard. I duo him with a lvl58 pally and we had to out run his pet as dont die when Kamal die. You get update when Kamal die.

I spoke to Neriph and looks like he may need a little help running the Court of the Coin. Here is a chance to help an influential caliph and make some coin on the side. Neriph is going to need a little help with priorities if the Court of the Coin is going to be a strong organization in Maj'Dul.
I 'retired' the other courts' tower captains and collected the pelts Neriph wanted for the palace.
I took the pelts back to Neriph and reported the situation with the tower captains.
I collected the tax money from the merchants and obtained the skin of several caimans.
I took the tax money and caiman skins back to Neriph.
I took care of the preceptor situation. Preceptor Kamal was 'fired' and Preceptor Jazeel was hired to take his place.
I let Neriph know that the preceptor situation is taken care of.I was able to do some work and get the Court of the Coin straightened out a bit. Neriph is still going to need some help in running things but everything is coming along.
Stage 1

This quest is given by Neriph, Caliph of the Coin after you complete the Court of the Coin: Maimun's Gifts quest.
Neriph has heard how upset Maimun is at being rebuffed by the Lady he was wooing. He explains why he keeps Maimun around but is pleased that you have Maimun so ticked off (Maimun growls and groans every time he sees you).
He knows he isn't doing as good a job as his father did and accepts your offer to help. He thinks redecorating will help.
- Kill a Blades tower captain and a Truth tower captain.
- If you faction is low enough you can do the Changing of the Guard - Coin quest which also requires killing tower captains.
- Collect 20 shade prowler pelts from The Sinking Sands (in Oasis of Marr).
- Collect 20 sunstrider gazelle pelts from The Pillars of Flame (near the Swiftrider camp).
- Take the pelts to Neriph and report.
- Collect tax money from Ahzeem the Bartermaster in The Golden Scepter.
- Collect tax money from Honest Ali at the docks in Sinking Sands.
- Collect tax money from Gaazahl the Merchant in Maj'Dul, near the carpet at -231, 160, -110 . When you ask him for the taxes two Gaazahl's Thugs (level 53v) will attack you. Once you have killed them, Gaazahl will pay up.
- Collect 20 caimen skulls in Sinking Sands. They are an uncommon update from any of the crocodiles in the zone, including the hatchlings.
- Take the tax money and caiman skins back to Neriph.
- Hire Preceptor Jazeel in Maj'Dul at the Champion's Court. ( 29.84, 137.14, 215.91 )
- Kill Preceptor Kamal (53^^^) in Maj'Dul, near Champion's Court. He may wander. ( 9, 158, 44 )
- Return to Neriph to complete the quest.
