It is given by Barter Lord Feth Ardala in the Golden Scepter in Maj'dul.
You need to head to the Croc Caves in the Sinking Sands and disable the crocodile traps (by interacting with them).

Barter Lord Ardala has agreed to give me the Sunspire Necklace if I can do him a small favor. He wishes me to go out to the crocodile lair and break the traps there that were placed by a competing barter lord.
I found and broke all the crocodile traps in and near the crocodile lair in the Sinking Sands.
I returned to Maj'Dul and reported the destruction of the crocodile traps to Barter Lord Ardala.I broke all the competing barter lord crocodile traps for Barter Lord Ardala. He gave me the Sunspire necklace, but I do not feel like breaking the traps was such a good deed.
Stage 1

The Traps are roundish disks found on the ground. They begin at the very back of the croc cave - along the edge of the water. The first two are along the shore - the rest are found underwater as you swim along to the left headed to the ocean. If you do it right - you should finish at the same time that you reach the ocean. (Invise works. Tabing through targets does NOT highlight the traps - has to be a mouse over!)

The traps are not 'crocodile nests' the right one says, 'Tinmizer's Cantankerous Crocodile Capturing Contraption'. Hope this helps.

the thing about the adds after you break all the traps is kind of true - though they are not 46 ^^ but they are 46 - 2 arrows down

After destroying all of the traps, I exited the Croc Caves just northeast of what would be the Mariner's Bell location... (Mariner's Magic Carpets??) The Croc Cave entrance next to the croc hunter tents.
At anyrate, 2 Croc Hunters spawned and proceeded to beat me up through my invis... Yellow @44 and two up arrows on both of them, didn't check out their levels as I was too busy finding my Sprint button. I was able to make it to the Maj'Dul magic carpet before they ever caught up to me though.

For what's listed as Trap 1 (which is really trap 2, and trap 2 is really trap 1) the 233 should be negative as well.

trap 1 and 2 are backwards swap them around 1 is were 2 is and 2 is were 1 is ty

The southernmost trap is on the shore inside the croc caves at -1250, -233, -809 . There is another on the shore nearby, and you'll find the rest underwater if you swim north.
