The Entrance Location for The Halls of Fate is located at -2.46,-384.42, -28.93
you can use your flying mount and fly directly to this location it is kind of in a bit
of a tunnel and down a flight of stairs. Go down the stairs and the entrance
is right there. The co-ordinates for the top of the stairs are -2.55,-371.10,-2.55
At the top of the stairs there is a Doomwing Agent and a Doomwing Warrior
standing at the entrance.

This high level zone is located in The Bonemire on an island called the Halls of Fate. You can take a cloud to it from the Drednever Crash Site or Shattered Weir.
As of July 14, 2010 this zone is persistent instead of instanced.
