Ohrgran Foulgore can be found along the zone wall to the south of Freeport at -1218,-47,609 Copy . He is solo, but you may have to kill a few orcs to get to him. He's level 15 and ^^^, so bring a group.

Give his head to Lieutenant Darrius for your reward.
