Commissioner Varla Z'Velran has a plan in mind, and needs my help to complete it. She has asked me to supply her with a number of unmarked spears and shields, and clearly has something specific in mind to do with them...

Stage 1

Varla has given me some particular recipes for spears and shields she wishes me to use. She mentioned the nearest forge is in the crafting area of New Halas, in the Ravens' Roost.

Varla has based herself in the White Rose building on the southern outskirts of the main city of New Halas.

It appears Varla has arranged to "donate" the spears to the Ry'Gorr orcs, so she can then sell the shields to the New Halasians. She has instructed me to leave the spears at a marked location down the hill west of the White Rose lodge.
