Brandus was understandably very upset about where he found his shipment and his pet sorcerer. To open the path to negotiations he has asked me to eliminate a few dozen Dervishes. After having a few of their own removed from the Commonlands they might be more willing to talk about trade and fair play.
I found the Dervishes and eliminated several of their number.
I have spoken to Brandus about the next step in the plan.I have removed quite a number of Dervishes from the Commonlands. After speaking with Brandus his temper seems to have dissipated some and in his clearer thinking he is working on the next step in the negotiations.
Stage 1

This quest is given by Brandus Levine after you complete the Collecting on What is Earned quest. You must slay the following dervishes in the Commonlands:
- 12 Dervish Cutthroats
- 7 Dervish Thugs
- 5 Dervish Zealots
- 2 Dervish Assasins ( 1272, -34, -117 )
- 2 Dervish Ruffians ( 1272, -34, -117 )
- 5 Dervish Heretics
- 2 Dervish Outlanders
- 2 Dervish Thaumaturges ( 1075, -49, 135 )
The amount you need to kill appears to be random these days. Take the above numbers as a rough guideline only.
Return to Brandus for your reward.

Pretty much all these notes converge on two areas, near the building where you swap the plans, and an alleged tent a couple of canyons to the northeast. There is now no tent to the northeast, just a bijillion tunblers. No heretics where you swap the plans. I can't find groups of heretics anywhere. I just wander around the encampment for days in game time and luck across one or two, but these never respawn (waited all night once). Heretics suck.

The tents are mini ring events just like every other static place that you can click on (like orc tents, carrion carcace, dead bodies, etc) There seems to be three or so variations once you kill all mobs. sometimes you'll get a named/chest dropper, sometimes just a bigger version of the mobs around the tent and sometimes a clicky.like in this case, a barrel. If you use the clicky you'll notice that you got a buff.

ziwatenea's post is right on the money. Follow it and you'll get assassins and ruffians.

Its a buff that grants stamina and agility that lasts for 15 minutes. I don't remember the name.

after killing derv's around the afore mentioned tent ... a glowing barrel appeared. I had the option to "use" but nothing happened ... anyone know what this is about? or see the same thing?

Heretics are placeholders for Thaumatages - I killed the few near the little hut by the outlanders near where captain ralio is

I found a derv tent at 1075 175, just NE of main derve area. at SW corner was a derve outlander, at NW corner was a derve thaumatage, at NE a heretic, at SE another heretic, I killed all but 1 heretic and let respawn. and repeated, till last kill of heretic. when all 4 were dead thugs spawned, killed them and tent despawned

I do not find this very accurate. after the ruffians there are also 5 heretics, 2 outlanders and 2 thaumaturges. The thaumaturges are impossible to camp!! ><

ruffians and assassins can be found at loc 1,272.57, -33.91, -117.21 scattered around a dervish shelter tent. the ruffians seem to have the longest spawn rate. 4 mobs will pop around the tent - once you kill all 4, 4 thugs will pop right out front of the tent. kill those and then the tent despawns. about 5 minutes later the tent repops with 4 new mobs.
