Gives out a quest named "The Mysterious Missing Cargo", in which you need to talk to Nethet, who sends you to Nikora, who sends you to kill 20 Blackshield assassins, then speak to Nethet again, go talk to Jereth Blackshield, and he will spawn three Blackshield thugs (one arrow down, lvl 12) who you need to defeat. Do that, return to Nethet and he gives you 29sp and a choice of three items for Neck, Wrist and Waist. Neck item is AC 17, +3 wis, +3health, +4 power. Wrist is AC17, +4 int, +5 Power. Waist is AC17, +4 sta, +5 Health. All have top Magic Affinity level of 80.

Brandus Levine can be found in Commonlands outside of the Freeport Docks along with Cargomaster Libertius.
