After you complete the quest Necessary Sub-Components, Taer Felwind asks you to meet him on the southeast corner of the Drake Breeding Grounds on the Isle of Awakening.

Go to his listening staff at 356, 195, 788 and use your reed pipe to summon him.
He tells you about his nefarious plot to thwart the breeding of drakes by using a gnome device to alter the contents of the drake eggs.

He then gives you the quest A Devious Plan.
