You receive this quest after completing the Reunion quest.
Taer Felwind has a plan to ensure his race's survival in the event of hostilities between the Aviaks and Droag.
He asks you to take a device and use it to alter the mature drake eggs in the Drake Breeding Grounds of the Isle of Awakening.
Find 5 mature eggs near the piles of broken eggs and use the device on them (activate the device from your inventory).
Note: You must Gather the egg, then use the device, to be able to alter it.
When you finish and return to Taer, he sends you back to Harun Clearsky for your reward, roughly 20gp, +125 faction with The Windgazer, and a choice of items.

I had the device in a charm slot, and I clicked on it, which consumed it while changing an egg. I go back and call the guy to get a new one and he says "Here you go." but a new device does not appear in my inventory.

If you cant find your diagnosticator just go back to where taer is call for him again , hail him and he will give you another one.

It seems that i've lost the egg diagnosticator. Does anyone know how to get it back? I've spoke to the npc when someone else was there, but no luck. maybe delete and restart the quest is all I can think of.

This quest have changed a bit according to the old description.
Now you have to Harvest the Egg - when you have it in your Inventory then you can use the Egg Diagnosticator - and the Egg will automaticaly be placed on the ground again - not harvestable = need 5 different Eggs...

problem for me is that i never got the organo-synthetic egg diagnostcator and when i go back to the spot to try to call the npc, nothing happens, so i guess im stuck??

You can speak to Gaer Torrent and Arejo Cloudbreach once you have the Aviak language, at least. I spoke to them and did their quests inside the palace without doing this series of quests at all.

A further update: Today in Palace of the Awakened we happened on a pile of books lying in a room under the green dragon room. (The same room a group member got another update from a large book, I think for claymore series.) The smaller pile of books gave me a quest called Aviak Literature to find 7 parts of an aviak encyclopedia. These were scattered in the Green Dragon room being also little piles of books on the floor. I collected all 7 and was instructed to visit Arejo again. Speaking to Arejo got me 14g 59s 70c and +50 The Windgazer faction.

After speaking to Harun to finish this I noticed two other Hooluks near him had feathers. They were Gaer Torrent and Arejo Cloudbreach. I acceptes their quests, Might of the Aviaks and Culture of the Aviaks. Both want you to go to Palace of the Awakened and find something. When I next zoned into PoA both quests completed and gave me experience. Not sure what to do now though....

For those of us that use invis, it helps to know you do not need to harvest the egg. Simply equip the Organo-Synthetic Egg Diagnosticator, then target the egg and use the item. Your invis stays on and you get the update. No harvesting necessary and invis stays on :)

This must have been changed because equipped or not, I'm required to harvest the egg before the device will work. Once I've harvested the egg, I can return to invis and then use the device without my invis dropping, but I DO lose invis when I harvest the egg. Hope that makes sense.

The description here is a little confusing. What you have to do is harvest the mature eggs (ground spawns among nests of broken eggs), then activate the device in your inventory. The altered egg will drop into the nest. You can also gather more than 1 egg at a time, but you must activate the device for each egg in your inventory.

I have helped Taer Felwind in order to repay Harun's debt.I have helped Taer Felwind and in doing so paid him back for the help that he gave Harun Clearsky.
