This is a quest offered by Gol M'Tun to gain faction with Freeport when you are exiled.

Kill Mooboya Tailtwister, who is a triggered spawn at -181, -48, 85 , the kerran village in The Commonlands.

Finish the quest by talking to Gol M'Tun again.

-198, -45, 78 is the proper location for the spawn.

I don't know if the spawn loc change, but i find Mooboya here at -198, -45, 78

I don't know which but either this location is wrong or the quest is bugged. I must've run over that spot 14 times without ever seeing him.
