This is the dungeon formerly known as the Qeynos Catacombs. Evil Characters can sneak in there by going from the Peat Bog to Vermin's Snye, then to the Down Below.

Non-Qeynos entrances:

The Caves: You zone in just far enough from the guards for comfort. The entrance to the Down Below is behind the waterfall at -29, 0, -76
Vermin's Snye: Directly across from the Peat Bog entrance at 113, -12, -98

It's easily accessible from grates around the Qeynos, most of which are away from guard paths.
