Go to Beggar's Court: Sweat-Stained Cobbles. This is in North Freeport at -149, -51, -376 .
Speak with Enforcer Moxog at 53, -7, 112 .
Give orders to move to hapless residents. They are found in the "houses" in the lower area. Use the Beggar's Court Relocation Orders item on them.
Return to Enforcer Moxog.
Set up 6 barricades. Click on the ghostly barricade image to do this.

Secure the guard points:

Return to Grand Duke Lazarus Hazran to complete the quest.

The Dreadnaughts were little more than a gang of thugs and brutes, given jobs deemed too dirty for the Freeport Militia to undertake, until the Overlord's absence. Then they rose up, causing chaos through the city! Since the Overlord's return he has ordered them to answer to Grand Duke Lazarus Hazran of the Freeport Militia. As part of their penance Hazran has stationed a contingent of them in Beggar's Court to act as guards, but he needs someone the Militia and the Overlord can count on to improve the security in the region. He chose me!

Stage 1

I must work with Enforcer Moxog, of the Dreadnaughts, to make Beggar's Court: Sweat-Stained Cobbles more secure.

Start:	Speak with Enforcer Moxog
Complete:	Enforcer Moxog gave me Beggar's Court Relocation Orders to pass out.

Start:	Give the Relocation Orders to hapless residents that live adjacent to the work yard

I removed the hapless residents from their hovels in the southern half of Beggar's Court: Sweat-Stained Cobbles.
