Mehina needs you to steal the militia's shift schedule. It's recommended you do this quest at night to avoid guard spawns.

The Militia shift schedule is on a bulletin board on the second floor of the Freeport Militia House in West Freeport ( 150, -7, 140 ) . Click the bulletin board to grab the note.
Take the schedule to Juturna Postumus in South Freeport on Justice Road -110, -16, 289 and get a forged one from her.
Take the forged schedule to the Freeport Militia House to replace the one you swiped. Do this at night!
Return to Mehina (at the Seafarer's Roost), who sends you back to Izzay Meestere at The Jade Tiger's Den in North Freeport.

The Qeynosians want me to steal the Freeport Militia's shift schedule and replace it with a forged one. I must go to the Militia house to obtain the schedule, then take it to Juturna in southern Freeport to have a new one forged. A new schedule is posted each night, so I must make sure I get the most recent one.

Stage 1

I need to take the Freeport Militia's shift schedule, have a new schedule forged from it and replace it on the board in the Militia house.

Start:	I need to steal the Freeport Militia's shift schedule from the Militia house. It would be safer to do this at night... I might get caught if I try during the day.
Complete:	I have stolen the schedule.

Start:	I need to take the schedule to Juturna to have a new one forged.
Complete:	I have the forged schedule.

Start:	I need to replace the real schedule with the forged one in the Freeport Militia house. It would be safer to do this at night... I might get caught if I try during the day.
Complete:	I have posted the forged schedule.

I have replaced the Freeport Militia's schedule with the one forged by the Qeynosians.

Stage 2

I need to tell Mehina that the schedules have been switched.

Start:	I must speak with Mehina to let her know the forged schedule is posted.
Complete:	I have spoken with Mehina.

I have informed Mehina that the schedules have been switched.

I have replaced the Freeport Militia's shift schedule with the one forged by the Qeynosians. Mehina indicated that I might want to return now to the Jade Tiger's Den.
