Serris knows who received the weapons and has asked me to retrieve them, so they cannot be used against Freeport. The shipments delivered to the Dervishes are clearly a problem. However, she seemed more worried about the weapons sold to ineligible Freeport citizens, as the city has only recently recovered from a bloody civil war.

Stage 1

I should retrieve the weapons crates from the Commonlands, before the dervishes can use them to threaten the borders of Freeport. The dervishes can be found in the southwestern corner of the Commonlands.

Stage 2

Speak to Iulus U`Vas and confiscate his compound bow. He works at the Elddar Stables and Livery in western Freeport.

I was forced to kill Iulus U`Vas and take his compound bow.

Stage 3

Speak to Slinko and confiscate his axes. I can probably find him outside the Jade Tiger's Den in northern Freeport.

I spoke to Slinko and confiscated his axes.

Stage 4

Speak to Melenia Scantus and confiscate her zweihander. I can probably find her outside of Ikthar's Armor shop in eastern Freeport.

Stage 5

Speak to Drake Fallon and confiscate his long swords. He tends to spend his days at the Overlord's Perch in southern Freeport.

I spoke to Drake Fallon and dealt with him, in my own way.

Stage 6

Speak to Kain Starkson and confiscate his blades. He's usually at the Seafarer's Roost at the eastern Freeport docks, deep in his cups.

Stage 7

I should head back to the Freeport Militia House and return these weapons to Serris.

I recovered the weapons and delivered them to Serris. Some of the Freeport citizens parted with them willingly, and others fought me to their death.

Speak to Serris at 136, -7, 129 on the second floor of The Freeport Militia House in The City of Freeport to begin this quest.

Retrieve 8 crates of weapons at the dervish camp in the Yapping Maze in The Commonlands.
Click on the crate of weapons to pick it up. You'll be attacked by a few dervish cutthroats each time. Known locations:

Confront Iulus U`Vas by the stables in West Freeport at 140, -4, -77 .

Take Iulus' compound bow. You'll have to fight for it!

Confront Slinko in North Freeport near the Jade Tiger Den at -51, -24, -28 .

Take Slinko's axes. He'll peacefully hand them over.

Confront Melenia Scantus in East Freeport at -90, -38, -14 .

Take Melenia's zweihander. You'll have another fight here.

Confront Drake Fallon in South Freeport at -44, -8, 165 .

Deal with him, peacefully or not. Your dialogue choices will determine his fate.

Confront Kain Starkson at the Seafarer's Roost in East Freeport at -253, -55, 17 .

Take Kain's blades. He gives them over without a fight but with a few insults.

Return to Serris at The Freeport Militia House in West Freeport to complete the quest.
