It is essentially impossible to get to and talk to Taskmaster Gax unless you are willing to start by killing a bunch of the folk you are trying to get Faction with, so it is best to do Swatting the Pests first to gain initial faction with Dalnir's Wheel Taskmasters. Afterwards you can just walk in and talk to Gax.
