Taer Felwind  

You receive this quest from Harun Clearsky on Whisperwind Isle after completing The Inhabitants of Cloudmist Isle quest

Harun sends you to the Isle of Awakening to talk to Taer Felwind.

Head to Awakening and look for Taer's summoning staff just south of the cloud station ( 47, 200, 403 ) Copy and use your pipe reed to summon him.

Taer then gives you the Necessary Sub-Components quest.
