Are there faction requirements to get this quest line? He doesn't seem to have anything to say, or quests to give. Kinda weird.

Charleston Gnomegomery wants me to take his Total-Light Refractive @amp; Reflective Assessor and use it to collect readings on a number of drachnids.

I need to use the TLRRA to collect data on a number of drachnids.
