This is the third deity quest for The Tribunal.

Justinian Theo in Timorous Deep starts the quest. He sends you to The Feerrott to work with Kaira L'or to unlock the Sacred Temple of Hammer. She is near the Greenblood river where it splits around Alliz Temple, just up from the Destroyed Druid Ring. Loc: -452.65, -531, 785.08 Kaira sends you to find the last two rune keys.

First key is at the Anaconda River, the first pile of rocks with reeds. Red and black box, and now glows to be seen easier in the water. Loc: -528.28, -6.20, 204.43 . Return to Kaira and give her the key. She sends you to find the second key.

Second key is near Kaira's location in the Greenblood River. Loc: -433.44, -16.10, 892.20 (Thanks and credit to Ximarre for finding the rune key!). Take the key to Kaira.

Return to Justinian Theo for your reward.

Justinian Theo's cohort, Kaira L'or, is exploring the Feerrott to retrieve keys that will unlock the Sacred Temple of the Hammer. Unlocking the Temple will enable us to seek the wisdom of the Tribunal at last. I must travel to the Feerrott and meet with Kaira.

Stage 1

I need to locate Kaira L'or, an explorer currently in the Feerrott.

Start:	When I find Kaira L'or, I will need to assist her to the best of my abilities in order to restore the Tribunal to Norrath.
Complete:	I've spoken with Kaira L'or.

I've spoken with Kaira L'or and will help her locate the final missing rune key that will help us enter the Sacred Temple of the Hammer.

Stage 2

I need to locate one of the two remaining rune keys.

Start:	According to Kaira, one of the rune keys may have washed down the Anaconda River in the Feerrott. I'll need to follow the river and keep an eye out for it!
Complete:	I've located the missing rune key.

I've found a rune key!

Stage 3

With this first rune key in hand, I need to get back to Kaira L'or. Hopefully, she's located the other rune key.

Start:	I'll need to give Kaira L'or the rune key that I found in the river.
Complete:	I've given the first rune to Kaira L'or.

I've spoken with Kaira L'or. She hasn't found the last rune key yet.

Stage 4

I need to locate the final rune key.

Start:	Kaira feels that the next rune key is somewhere near her current location.
Complete:	I've found the second rune key!

I've located the final rune key!

Stage 5

Kaira L'or was right. This rune key was hidden nearby.

Start:	I need to give this rune key to Kaira L'or.
Complete:	I've given the second rune to Kaira L'or.

I've given Kaira L'or the two rune keys. Now we must wait for the proper time to enter the Vestibule of the Tribunal's Temple.

Stage 6

I need to return to Justinian Theo and let him know that the rune keys have all been recovered.

Start:	Justinian Theo is waiting in Timorous Deep to hear my report.
Complete:	I've spoken with Justinian Theo.

I've explained the situation to Justinian Theo.

After finding the last rune key for Kaira L'or, we learned that the keys are useless until they are recharged in the Gavel of Entry. Unfortunately, Kaira was kidnapped before we could complete recharging the keys! I believe she's been taken to Everfrost by her abductors, although it's unclear to me what their purpose is.
