High Shaman of the Rockpaw  

This quest is given by Consul Bree in the Caves after you complete the Elements of a Ritual quest. It is part of the Caves progressional series.

Bree will give you a summoning staff to place in the dragon skull on the second level 25, 15, -108 Copy . Right click the skull to place the staff. This will summon High Shaman Zen'Durath, a level 14 non-heroic mob. Kill him and return to Bree for your rewards.
