The yellow mantle is a lvl 9 receipe however you will need a minimum lvl 76 jeweler to make the pristine deklium girdles, as this is a lvl 76 receipe.

Make a mantle out of Yellowfang.

You get the Yellowfang Pelt and Fangs and the Yellowfang Mantle Recipe (Level 10 Artisan).
Make the Yellowfang Mantle (using level 10 crafting skills):

1 Yellowfang Pelt and Fangs
2 Deklium Girdle (76 Jeweler recipe or buy it on the Broker)
5 smoldering filament (Tier 7 fuel)
2 Bristled Pelt (Tier 7 leather)

Return the mantle to Bax so he can go home with pride

All four levels of quality result in the Yellowfang Mantle so the only way to fail at this craft would be to fail completely (almost impossible).
