Borus has recently been moved. He is now near the Lonely Tower (-1330, -52, 577), south of the entrance to the Sprawl.

I tried ot find Sgt. Borus at the loc given and he wasn't there.

The location is correct - but to make it easier, he is at the 2nd set of towers (left hand side) as you leave Freeport and head to the Crossroads.

I will confirm that he doesn't seem to want to give Qeynosians the quest.

I got a quest to kill 6 Bloodskull Shaman. These spawn along the south wall and are always grouped with a Bloodskull Priest.
