This quest is only available to Ratongas.

Speak to Sneel Valiyn at -21, -9, -90 outside the Academy of Arcane Science in North Freeport to begin this quest.

Go to Temple Street: Vault of Necromechanica in South Freeport at -175, -37, 325 .
Collect 5 writing slates. Known locations:

7, 3, 77
-15, 3, 70
-15, 3, 85
-17, 3, 65
-7, 3, 107

Return to Sneel.
Talk to ratonga around the city:

Cles in Academy of Arcane Science at 28, -7, -121
Feepsin upstairs in the Coalition of Tradesfolke building at 42, -12, 90
Salla on the South Freeport docks at -260, -58, 143

Return to Sneel.
Kill 3 groups of false roekilliks in Freeport:

-72, -35, -289 in North Freeport
-106, -46, -198 in North Freeport (it might be above this area; they aggroed and came down the stairs for us here though)
-226, -59, -145 in North Freeport

Return to Sneel in Freeport to complete the quest.

Sneel indicated that we ratonga are far more important than most other races realize. WE know this, of course, but getting THEM to listen is next to impossible. However, now that the roekillik have returned, we must inform the other races of the disaster that awaits all. I will need to arm myself with knowledge, and be ready for whatever might come.

Stage 1

I should look for the writing slates the ratonga have handed down through our history. There should be some in Temple Street, if I look there.

I was able to find the slates, and it seems that they've been damaged intentionally. It looks like the Roekillik might be closer than we thought.

Stage 2

I should speak with the frightened ratonga in Freeport. I should be able to find them in the shadowy places of the city.

I was able to speak to the fightened ratonga, and have found out some disturbing information.

Stage 3

It seems that Sneel's friends believe the roekillik are here in Freeport. I should report what they said to me to Sneel, over near the Academy of Arcane Science library.

Start:	I should return to Sneel, and tell him what his associates had to say.

Start:	I must root out the false roekillik in the streets of Freeport.

Start:	Return to Sneel in Freeport, and report the roekillik followers

I found some false roekillik, and defeated them. Sneel believes there may be some merit to what his friends had to say. This might not bode well for any of us.

I eliminated some of the false roekillik who showed up in Freeport, trying to frighten others with their charade. However, their arrival in the city is a stark reminder to us - the roekillik are still out there, and they would like nothing more than to find a way into the cities of Norrath.
