I have met with Captain Siren again, who seems to have a plan to absorb the group known as the Red Hoods. Although she has not yet explained her plan, she has asked me to meet with a contact of hers named Nellin Jessith who I should be able to find near the Scale Yard. I should speak with him to get started.

Stage 1

I should seek out Nellin Jessith, Captain Siren's contact in the Red Roods, who should be near the Scale Yard.

Start:	Speak with Nellin Jessith of the Red Hoods, who should be near the Scale Yard.

In what seems to have been a carefully laid out plan, Captain Siren has managed to gain control of the Red Hoods of Freeport.

I was able to quell the uprising within the Scale Yard, which helped Captain Siren make a strong case for absorbing the Red Hoods into the Seafury Buccaneers. Although Hazran protested, Sir Lucan decided that the Red Roods would be best served under Captain Siren's command. With their inclusion, the Seafury Buccaneers now has eyes all over Freeport.

If you complete the quest before you reach level 90 you will be able to buy the level 90 breast plate at level 90 from the status vendor close to the mender in east Freeport for approximately 27 platinum and one million status (!)

Speak to Captain Siren at -302, -58, 138 in South Freeport to begin this quest.

Talk to Nellin Jessith at -84, -18, 275 in South Freeport.
Speak to Lieutenant Dalling at 154, -7, 116 on the second level of the Freeport Militia House, West Freeport
Return to Nellin.
Head into Scale Yard: The Uprising at -61, -25, 286 in South Freeport.
Kill 8 rioting prisoners.
Kill 3 uprising leaders. These are Skilly Blocksocket at 75, -4, -33 , Tuluug at 81, 0, -8 and Velino T'Leik at 81, -4, 27 .
Return to Nellin.
Speak to Captain Siren.
Talk to Harn Greyrick at 239, -4, -49 outside Champion's Coliseum in West Freeport.
Use the portal at 10, -20, 11 in Overlord's Plaza to enter The Overlord's Office.
Speak to Captain Siren at -11, 0, -35 .
Watch the meeting.
Return to Captain Siren at the docks in South Freeport to complete the quest.

Warning! If you complete this quest before you reach level 90 you will be rewarded with Guileful Chestguard of D'Lere in stead of the Lucanic Chestguard of the Beast.

If you have also completed all of your main storyline quests in Freeport: Speak to Cleerie Germinas in East Freeport to be given the final reward quest, Your Eternal Reward.
