I only had to kill 3 to get the 3 keys. They rotated in the correct order.

There is a Goblin Gambler right next to spawn point, Could it be any more perfect.

The Spawning Point is just inside the first large door entering Maj’Dul. The route is up the stairs turning left in the court yard. Down the stairs first left and next set of stairs. Than they disappear. Re-spawning a different color in five to seven minutes. When they are killed they will Re- spawn the same color.

the color of the robes the palace sweeper is wearing determine what it drops (gold=blades, red=truth, blue=coin)

I've killed the Palace Sweeper at least 7 times now and everytime I get the Blades key. Will this work on the Truth and Coin back entrances too?

The palace sweepers I have found only spawn at gate yes. However, it is only a 3 minute timer on spawn so it will be easy to acquire the keys. It also randoms which court sweeper spawns.

Do these only spawn at the entrance to the city? Where else can I find them?

The palace sweeper can spawn as any of the three faction types, be sure to con her before you kill her. The color of her robe will match that of her faction: red for Truth, yellow for Coin, and blue for Blades.
