Located at 2262.24,-204.60,2497.72 on Great Spire Island. Gives several quests for Qeynos citizens, beginning with Establishing a Basecamp.

Note: With GU56, Kyerah because the delegate for New Halas as well as Qeynos.
Citizens of New Halas follow the same quest series to make their respective writ giver appear.
