Collect 6 crates of confiscated goods. Known locations:

-14, -7, 47
-29, -7, 62

Return to Captain Siren.
Get uniforms from 3 distracted militia guards in South Freeport.
Meet with a Seafury trader behind the Freeport Militia Headquarters in West Freeport at 163, -16, 153 .
Head to Stonestair Byway: The Animus Corridors in North Freeport at -6, -18, -329 .
Meet with the Coalition Agent at -50, -4, -20 .
Return to Captain Siren to complete the quest.

You must be level 80+ to continue the Scout series.

It seems that the prisoners I helped to release were involved in a deal with the Coalition of Tradesfolke that was broken up by the Freeport Militia. Captain Siren wants the deal to continue, and has asked that I help finish what they started. I must gather up a Militia uniform to help hide my movements, then meet with the agents of the Coalition in Stonestair Byway.

Stage 1

I need to gather up the goods confiscated by the Freeport Militia, and acquire a uniform from one of their members.

Start:	Enter Beggar's Court to collect the confiscated goods.
Complete:

Start:	Return to Captain Siren and let her know you have the goods.
Complete:

I was able to get the items I need to complete the deal with the Coalition of Tradesfolke.

Stage 2

I should let Captain Siren know that I have the confiscated goods, and am ready to complete the deal with the Coalition of Tradesfolke.

Start:	Gather sets of the Militia uniforms for the deal.
Complete:

Start:	Meet with the Buccaneers behind the Freeport Militia Headquarters, and give them the uniforms you collected.
Complete:

Start:	Complete the deal with the Coalition of Tradesfolke in Stonestair Byway.
Complete:

Start:	Return to Captain Siren at the Freeport docks.
Complete:

I was able to help the Seafury Buccaneers complete their deal with the Coalition of Tradesfolke.

I was able to gather the confiscated goods and complete the deal with the Coalition of Tradesfolke. Captain Siren is pleased with my deeds, and seems to have another plan in the works. Perhaps I'll find myself a part of that plan as well.

There seems to be a discrepancy with the level of the quest as I received this at level 40. Below is a screen shot to back up my claim, howing the level of my BL (40) and the quest in my journal at level 40:
