There are two items with this name.

One is the Carpenter crafted house sign that has an user editable title and description. This sign was introduced in Game Update 61.

The other is a magic mouth sign that will deliver a pop-up message set by the user as players enter its radius. This item is available for five (5) City Tokens during the City Festivals. It can only be purchased during the Neriak festivals from Chris Weathers.

City Festivals
Occur monthly from the 1st through the 7th
and rotate through the major cities of Norrath.

The November City Festival is in Freeport!
