Oddly enough, even though the quest tells you to free Reets, when you use the dagger to cut the bonds on the Reet slave (non-killable NPC) it doesn't work. The mobs you need to use it on are the Froglok slaves.

Now that I have managed to shake up Dalnir's Wheel, I should take the opportunity to release more of the reets, using the knife that the reets gave me to cut their bonds.

Stage 1

I need to cut the bonds on the reets and release them from their service in Dalnir's Wheel.

Start:	I need to release a number of the reet slaves.
Complete:	I have released a number of the reet slaves.

I have cut the reets' bonds and released them from the service in Dalnir's Wheel.

Stage 2

I should return to the reet camp and inform them that I have freed a number of the reets.

Start:	I need to speak with Duz Heronimous at the reet camp.
Complete:	I have spoken with Duz Heronimous at the reet camp.

I have returned to the reet camp and informed them that I have freed a number of the reet slaves.

I have released more of the reets to join their brethren in the jungle.
