I guess I got lucky because I went looking for Bulka and he was just standing there when I got into the cave. One kill. BAM! Quest done.

Clearned PH once and Bulka popped!

So far vestal kills all were 20 min spawns, no bulba

Eq1 style camp anyway.

Killed vestal 3 times, no Bulka, but the vestal is spawning at the same exact rate as the other minotaurs in the zone, which is approximately 12-15 minutes.
After the 3rd kill, it went to a 20 minute timer, it appears. 5 kills of the vestal, no Burka. Sometimes, I hate SOE.
6th time the charm. FINALLY!

spawn time for PH was accurately recorded as 15 mins.
Have not had Bulka himself show his ugly mug yet.. 3rd spawn so far..
16 PH kills later and the spawn time has changed to 20 minutes.. whats that all about?!

Maybe i'm lucky, i got him on the 3rd spawn (Splitpaw server)
Although I'm sure that others will have had more luck with him, it took me hours.
But those locations do seem to be correct, it's a small cave near the pond in the Meldrath mine area, in the back of it, the PH is a Bloodhorn Vestal.

The actual respawn time for the vestal is 20 minutes. This is a typical camp, on my 9th clearing of the PH atm.

Estoro, the quest text says to bring the head of this vile creature to Waynil Garwater for a bounty reward. Possibly the head, if it actually exists, is a chest drop and Bulka was gray to you? I'm camping it now (gray to me), will post if anything interesting happens.

Turned in head of Bulka Bloodhorn to Waynil Garwater with no problem. Quest reward was 8g 67s. Had to clear PH five times.

Addendum to my last post: Once Bulka is dead, the pop-up text says "Quest Item Found: Head of Bulka Bloodhorn" and the journal says to visit Waynil. At the HQ, Waynil had the red book over his head, and I had a choice for "Good day, Waynil! Look what I have here.. isn't this the head of Bulka Bloodhorn?" and he rewarded me with the 8g 67s.
I had already finished his other quests, maybe you can't be in the middle of one and finish the other.

confirming location and placeholder, both correct. returned to Waynil Garwater (Regent) for reward but nothing happens, all he says is How does the fight go against the Grikbar? Good to see you havent been killed by them. But wont update ??? any ideas ? Bugged maybe ?

That should be -1,453 on the first coordiante. a Bloodhorn Vesital is the place holder.

Just to confirm previous comment, its correct spawn point, which is held by placeholder named Bloodhorn Vestal - white minotaur among all with brown fur.

Location is correct .. hes a static spawn and Bloodhorn Vestal is placeholder .. He does not roam

Spent last night seeking Bulka and finally found him at 1.453 95 973. He was in the room accessable by taking right entrance from the Meldrath Mines entrance. Or if you stand on the middle of lake in the big room where Meldrath entrance is, passage is directly to north. Unless he moving around or not there at all times, he is there.
