This is a city task for the Qeynos Guard. It is given by Sergeant-at-Arms Ironcast in North Qeynos (left side of steps leading up to castle) if you are level 35+ and a member of a guild. The reward is status points.

You must slay 17-21 Needlers in Zek.

Sergeant Ironcast of the Qeynos Guard has ordered me to assist the rangers by destroying the ferocious needlefish within the Orcish Wastes.

I cleared a path by destroying needlers.

The scouts have found it easier to reach the Citadel now that I have destroyed a number of the razortooth piranhas.
