Head to -302.48, 240.93, 2978.98 . This will put you in-front of the waterfall.
Mouse-over it and you should get a hand icon. Move forwards until you can click.
Head to -513.21, 294.68, 3122.56 and hail Mushien Lou to complete the quest.
