A word of warning. If you have killed a lot of Ashen Order monks to build up your faction with the Ashen Disciples in order to reach this point, Jiao Li Rong will be aggro and you will have to stand close enough to hail him but far enough away so that he doesn't attack you.

Not really sure about the evil side. From qeynosian side, this quest is for Ashen Order and I got it after gaining faction upto warmly after "Trials of Ash" Quest.
Next quest after this one is Diplomatic Liaisons.
All quests are from Shu Fang Qi (Ashen Order)

Location for Jiao Li Rong is 879.24, -112.76, -835.05. The rock was surrounded by heroic sabertooth kitties when I found him.

Right after you talk to Jiao Li Rong, 2 desert spirits (solo 60) will spawn and attack. Kill them for quest update. Then you can return to Shing Ho for quest conclusion.

These quests are given by either Shu Fang Qi of the Ashen Order after you have completed Trials of Ash or Shing Ho of the Ashen Disciples after you have completed the quest Proving Grounds once you have sufficiently high faction.

The quest giver will send you to speak to Jiao Li Rong. Jiao is found on a rock in the middle of the sabertooth area of The Pillars of Flame ( 879.24, -112.76, -835.05 ) . When you speak to him two Desert Spirits will spawn and attack you. They are level 60 solo mobs.

Kill them and return to the quest giver for a whopping +3000 faction and experience.
