The update you need is near the rat caves in The Lowland Basin.
Best way to get there is to use the Temporal Guide back to The City of Paineel, then the teleporter to the Ruins of Old Paineel.
Update is at 1369.72, -104.00, 2947.27 . It's a kejekan spy. He will vanish as soon as you approach.
Once you have the update, return to Fazia Al'Khattab to complete the quest.
