Examine the Monolith of Tears near the zone-in of Silent City: The Delving Dead at 143, 30, 208 . There are several choices to give quests here. The quests scale to your level. Not all quests may be available dependent on your real level.

Choose Explore the Silent City? to begin this quest.

Explore the halls.

1st Location: Pool of the Dead at 142, 27, 233
2nd Location: Terrace of Tears at 177, 7, 318
3rd Location: Poison Bath of Ketahn Akh Sul at 144, -2, 359
4th Location: Cobra's Sight at 82, 30, 473
5th Location: Sahkmeht's Blood at 145, 21, 376
6th Location: Down Basin at 172, 14, 421
7th Location: View of the Dead at 128, 31, 482
8th Location: Waning Baths at 418, 13, 488
9th Location: Hall of Hidden Paths at 531, -2, 418 (listed as final location in journal)

When all locations are explored the quest will auto-complete. The only reward was experience.
