These quests are given by either Shu Fang Qi of the Ashen Order (if you are good aligned) or Shing Ho of the Ashen Disciples (if you are evil aligned) after you complete the quest Of Scribes and Sentries (Ashen Order) or Of Sentries and Scribes (Ashen Disciples) respectively.

He asks you to speak with Jin Li, who can be found overlooking the sea at ( 1553.32, -118.04, -1197.66 ) .

Jin Li will ask you to kill a harpy named Erilis Windsister who spawns at ( 1515, -115, -1205 ) .

You must then return to the quest giver for faction and opening up the Service to the Order quest or Disciple Edicts quest.
