This may be a relic of old code but there is an NPC named Afaf Rabi'ah on the spire over the tomb (though it is rather hard to climb) and I was able to turn the quest in to him rather than returning to Siraj. He also gave me the followup quest.

Only one mob 59^ popped for me, and it took me putting amulet in there twice before it worked.

When I came to the tomb also only 1 spirit spawned. Normal solo mob and pretty easy as 55 monk after pulling out of water. Reward is:
Amulet of Solusek Ro
+8 STA, +8 WIS, +8 INT, +50 health, +50 power, +336 vs heat
Magic Affinity
Class: All (52)
Neck

Trick for this is to spawn it invis (Chameleon Totem) and then walk up to the ridge nearby and pull it OUT of the water. You won't get shark aggro this way.

I was only attack by a single lvl59^ so mob spawn looks a bit random.
