Chief Scholar Lakewind located in Camp Wyndalsyd in Everfrost ( -260.50, -4.25, -364.84 Copy ) offers this mission. He asks you to find the source of the tears that have been appearing in the area around the Eternal Prism, and seal them. He hands you an item called archaic relic to use on the tears.

The 'tears' are actually small portal-like entities within Miragul's Phylactery: Scion of Ice called An Arcane Rift. If you get too close to these, they will intoxicate you. They are found scattered throughout the instance, but are in plain sight. Have the archaic relic on your hotbar so that you don't slow your group down too much. Target the rift, and use the item to get the update. You will need six of these to complete the mission.

Once you have all six, go back to Chief Scholar Lakewind for your reward.
