Speak to Diu at -1569,-539,-2340 within Fina's Retreat in the Great Divide.

Break snow and gather ice chunks. These are big sparkly snow boulders that drop 3 chunks of snow when you click to break them. Known locations:

Speak to Diu
Click the bowl next to Diu at -1571,-538,-2341 . You will receive festival water.
Splash 7 othmir villagers in Fina's Retreat. This works on most of the wandering NPCs, such as pups, villagers, menders and patrollers, but will not work on ones with special names nor on mothers carrying babies on their back.
Return to Diu to complete the quest.

I have been welcomed by the othmir clan. It is time to celebrate with the clan in an age old ritual of dancing with water, or splashing in simple terms. Ocean water can't be used because it is salty and impure. Snow from the glacier itself is considered clean, so it must be gathered, smashed until it is liquid again, and splashed on the othmir in the village. The othmir will cheer and praise me and splash me back.

Stage 1

I must first find snowy mounds, kick them to pieces, and gather the smaller chunks. They can be found near Fina's Retreat. Then I must go to a bowl near Diu and smash the chunks into a watery slush.

I have gathered fresh snow from the glacier and smashed it into a watery slush.

With the icy water in tow, I must now splash the othmir of the village and they will splash me back.

I must return to the othmir shaman, Diu, in Fina's Retreat.
