Anyone know if an items haste proc stacks with cloaks' haste?

I don't think so. And item and a spell haste stack, though.
The way haste used to stack in EQ1 was Item, Proc and Spell. Highest of each would be counted if more than one.
I am not sure about EQ2, I haven't gone into looking so much at parsing.
I would expect it to remain the same but Proc haste may also count as spell haste and do duration spell hastes stack with maintained spell hastes?

uh yeah. i agree. it is not the coolest looking item in the game...and furthermore it looks just like everybody elses. how neat.
