I just received this quest at level 56.

The server scales to your level past 60. I have it at 62 and it's level 62.

Have confirmed today that the minimum level to get this quest is in fact 56. It's a level 60 quest, but will scale to your level (but will not exceed level 60).

There is a minimum level to get this quest, it's either 56 or 57 (I can't get it at 55, but I know someone who got it at 57). I'm guessing likely 57.

Polly's location is -655.45, 7.88, -516.64. Too get there you have to climb a wall up.

Thought I might want to clear this up.

Turk is located at -591.83 -47.65 -439.47 in the baren sky realm. There was an error where he would only speak avian however the developers fixed it.

You first start off by talking to him and learning a few simple phrazes. He will then send you to polly who is located in the refugee camp just up the cliff side. If you look to the left of Turk you will see a way up the cliff. You can also continue up the side by going to the very left up another cliff side.

Polly is located at -654.68 7.87 -517.23 within the refugee. You will start to converse with her until she sends you home because of bad behavior.

Your first task after this will be to head to near the cloud landing pad for whisper wind island which is at -459.74 -70.97 -436.74 and toss the note over the side of the island. This can take a second or two to update so you may want to move around the edge of the island near the cloud platform till it updates.

Your next task will be to return to Turk to get a forged note. However Turk will inform you that you will need to butter up the teacher by giving her a rare fruit called Cactusarii Zephryi. This fruit grows on the northern side of the island and comes from plants or bushels of the same name. You can only get 1 harvest from each plant and you will need 5 of them.

After finding the fruit return to Polly to continue your lesson. Pay close attention because Turk will give you an exam at the end. After a bit more chating she will send you back to Turk.

Turk will ask two simple questions pertaining to the languages you learned and studied. The final question is a bit humorous and I won't spoil it for you. After completion you will learn the basics of the blacktalon, avian, and vultak languages.
