Speak to Adrianna at -91, -10, -165 inside Temple of War in The City of Freeport to begin this quest.

Head to The Harbor Exchange in East Freeport and speak to Sabina Thallis at -235, -56, 84
Take Sabina's cowl from her. Equip it (not in appearance) so you can see the cultists.
Head to South Freeport around -146, -30, 214 :

Kill 9 cowled cultists. When you hail them they will turn into attackable mobs. They're generally found near stairs or behind/between buildings and homes.
Search 3 cultist bodies for more clues. Loot an implicating document, cultist's password and cultist's medallion from small chests.

Speak to Livilla Ramio at -251, -55, 3 at the Seafarer's Roost and uncover the meeting location.
Return to Adrianna to complete the quest.

Adrianna demanded my assistance in ferreting out the details of an emerging cult. She believes this cult has designs on toppling the Dismal Rage. Little is known about this group, and even less about their members, but Adrianna heard that they wear white cowls to identify themselves. I should do whatever is necessary to infiltrate the group and find out where they meet.

Stage 1

Adrianna told me to 'seek out the white cowls!' and so I should find someone in the city who is wearing a white cowl and appropriate it. The Harbor Exchange, an area that sees the coming and going of many citizens, would be a good place to start.

Start:	Find a cowled citizen
Complete:	I found a cowled citizen.

I found a shopkeeper in the Harbor Exchange, Sabina, who was wearing a white cowl.

Stage 2

As Adrianna suspected, I was able to find a white-cowled citizen in the Harbor Exchange. I should obtain Sabina Thallis's white cowl, by any means necessary.

I convinced Sabina Thallis to give me her white cowl, in my own way.

Stage 3

I need to wear the cowl that I acquired from Sabina, and look for more cowled figures in Freeport. The cultists may reveal themselves to me if I travel through the city while wearing a white cowl. The southern housing district has many nooks and blind alleys that a cultist could be using to hide.

Start:	Find and kill cowled cultists
Complete:	I killed several cultists.

Start:	Search cultists' bodies for more clues
Complete:	I recovered a medallion from the cultists, depicting a spread-winged owl.

Complete:	I recovered a document sent from 'Livilla Ramio.' It was sent from a dockside mailbox.

By wearing the white cowl, I was able to locate and surreptitiously kill many members of the strange cult. I recovered many objects from them: another of their symbols, a medallion depicting a spread-winged owl; their password, 'Strix'; and a document implicating someone named Livilla Ramio.

Stage 4

I need to find this cult member, Livilla Ramio, and trick her into telling me where the cult holds its meetings. Based off the incriminating document I found, Livilla is probably somewhere along the docks.

Start:	Find Livilla Ramio
Complete:	I found Livilla Ramio.

Start:	Uncover the location of the meeting
Complete:	I now know the cult meets in the Freeport sewers.

In my own way, I persuaded Livilla Ramio to give me the map to the cult's meeting place.

Stage 5

I should return to the Temple of War to give Adrianna the cultist's map of the sewers and explain all I have learned.

Start:	Speak to Adrianna
Complete:	I spoke to Adrianna.

I informed Adrianna of all I learned and gave her the cultist's map of the sewers.

Through a combination of force and subterfuge, I was able to gather information about the cultists that threaten the Dismal Rage. They use owl symbols to identify each other, they seek to destroy the 'unnatural aberrations' created by the Dismal Rage, and they meet somewhere in the sewers.
