Mosi Panthira has asked me to deliver a message to the Rilissians. He is convinced that the Order of Rime is out to conquer all of Kunark and that stopping them will require an alliance.

Stage 1

Speak to the Rilissian captain guarding the pass from Kylong Plains to Fens of Nathsar.

Start:	Speak with Captain Sivisk.
Complete:	I have spoken with Captain Sivisk.

I have delivered the message to Captain Sivisk.

I delivered Panthira's message to Captain Sivisk, but he was not convinced. He claimed that the Rilissians have the Order of Rime situation completely under control. He also mentioned that I could volunteer to help Revliss at the Sathir's Span outpost.

Warn the first Rilisian captain you meet in Fens of Nathsar

See Captain Sivisk atop the tower in Fens of Nathsar at 507, 44, 1502 .

Note: Sivisk does not give you a quest, but he does mention that if you want to volunteer to help, you should speak with Revliss at Sathir's Span.
