War of Fear  

This quest is given by Gretchen after you complete the Beasts of War quest.

If you'd been wondering if Gretchen was secretly working for Rallos, you can strike that worry aside now. Now she's concerned about what the armies are really up to and she wants you to go find out their plans.

You need to kill Conscripts and Tacticians on both sides to even things out. Now, she doesn't say *which* Conscripts, so you may be a bit confused - it's the Tae Ew Conscripts, NOT the Evol Ew Conscripts. The Tae Ew conscripts can be found in a neat little pack in groups of two around -1270, 8, 361 Copy or -1273, 0, 383 Copy . You must kill all three groups of two before the Tae Ew Tactician spawns. Kill it, and then you go find the Rallosian footmen. Tacticians are found at -1066, -4, 556 Copy .

The Footmen are near the Tower of Vhul - right around -1000, 0, 548 Copy . Like the lizards, kill all three groups of footmen for the Tactician to spawn. Kill him, and return to Gretchen for the next quest: Path of War.
