Speak to An Ardent Elder in Mistmoore Catacombs. She's on the southern pillar at 60,-125,150 .
She will send you on another sub quest, as well as require you to finish a sub-quest for each of her 3 children that are standing on the same pillar with her.
Once you have completed all 4 quests, go back and turn them all in, and then speak with the Ardent Elder again and you will get your update.
Speak to Juna Crankfizz at 635, 26, 588 on the Butcherblock Docks.

To repower the silk section of the Fourth Warrior's cloak I should seek out the Ardent Cowl mages in the Mistmoore Catacombs. Juna believes they will provide this service for me, but that it will not be free.

Stage 1

I need to find the mages of the Ardent Cowl.

Start:	I must find the mages of The Ardent Cowl.
Complete:	I have found the mages of The Ardent Cowl.

Start:	I must complete a task for each of the Ardent Children, as well as the elder.
Complete:	I have completed the tasks for the Ardent Cowl.

Start:	I must speak with the Ardent elder.
Complete:	I have repowered the silken cloak.

Start:	I should return to Juna.
Complete:	I have spoken with Juna.

I have empowered the silken cloak.

I have completed a number of tasks for the Ardent Cowl mages, and in return they have empowered the silken cloak for me, and I have brought it back to Juna.
