This quest is initiated by examining a stone statue at -249, -3, 683 in the Feerrott.
You must kill 15 Carrion Dregs in the Feerrott. These are found not far from the exit that leads to the docks. There are plenty of solo ones near Reza (you should probably pick up Reza's Carrion slaying quest also). Coming from docks go through cave and hug right and you can not miss them.
The reward is coin and experience.
