Be sure to first equipt the wand in the CHARM slot (until you are done with the quest). Then you can drag the icon to your hotbar and use it after the mob gets down to abouot 30% life or so.

It seems that Borotar Pickbeard has a rather devious plan. He wants to use his newly tinkered Gatling Ice Wand to freeze Ry'Gorr near the Ry'Gorr Ruins. The hope is that the Ry'Gorr will find the frozen corpses and blame the Rime, inciting battle between the Ry'Gorr and the Rime which will divert their aggression away from the Forward Base Camp.

Stage 1

I must use the Gatling Ice Wand on Ry'Gorr orcs near Ry'Gorr Ruins.

Start:	Freeze Ry'Gorr orcs with the Gatling Ice Wand
Complete:	I used the Gatling Frost Wand on a Ry'Gorr orc

I was able to freeze enough of the Ry'Gorr orcs to help with Borotar's plans.

Stage 2

Return to Borotar Pickbeard at the Forward Base Camp.

Complete:	I spoke with Borotar Pickbeard

I was able to test the Gatling Ice Wand for Borotar.

I was able to freeze several of the Ry'Gorr orcs. Time will tell whether or not the Ry'Gorr are misdirected by the ruse, and if there was any merit to Borotar's plan.

Speak to Borotar Pickbeard at -216, -291, 407 at the Forward Base Camp in Great Divide to begin this quest.

You must be at least level 86 to equip the wand and it must be equipped to use it.
Beat any Ry'Gorr down to 30% then use the wand that Borotar gave to you.

Return to Borotar Pickbeard to complete the quest.

Well, I was able to freeze a fair number of the Ry'Gorr orcs I came upon, so let's see if the Ry'Gorr take the bait. Perhaps there's some merit to Borotar's plan.
