OK the NEW loc of the torrent beavers is on the Zig Zag log bridge...
-360.31, 2.29, -225.66
You can also find solos along the shore.. but this is where I found groups of 2 down arrows

Beavers within Nektulos have been constructing dams that slow the addition of water to the sea, allowing algae and barnacles to flourish along the coast and impairing the docking of ships. Boatswain Fomas of the Seafury Buccaneers has solicited me to ensure the rivers continue to fill the Nerius Flow by slaughtering beavers.

Stage 1

I need to ensure the flow of water by slaughtering torrent beavers within Nektulos.

Start:	I need to kill torrent beavers.
Complete:	I killed torrent beavers.

I ensured the flow of water by slaughtering torrent beavers.

The rivers leading into Nerius Flow should be unimpeded by dams now that I have slaughtered a number of beavers.
