The wording for the quest is "he left it at an abandoned camp south of here (i.e. Windstalker Village)while he was out and about". So, yes, the camp is north of Gnollslayer Keep, but it is SOUTH of Windstalker Village.

Unless the other servers are different, there is nothing SOUTH of Gnollslayer Keep except the Steppes Griffon Station. This gnoll camp is NORTH of Gnollslayer Keep. Close to the abandoned tower on the south side of the Highwaymen ravine.
