I only had to kill one of each type of mob to get the quest updatese. The quest was grey, so maybe that was why... found it odd for a legendary item.
Just updating since I forgot to a year ago now... the reason why I only had to kill one of each mob was due to the revamp to Everfrost. Anyone with the pre-revamp version of the quest still would only have to kill one of each for the update, but everyone else will have to kill the normal amounts.

I got (a thin blue band) off a lvl 46v giant today.

Tip: When hunting the frigid currents and turbulences - turn your shaders OFF. With the shaders on these buggers will blend in to the surrounding making them really hard to spot. You will find yourself getting jumped by the aggressive turbulences more than you want and it's a looong run back from the docks if you die.
Turning the shaders off will make them visible from a lot longer distance and it will make your life a whole lot easier when you do this part of the quest.

The water elementals are in the water at the ice goblins, Lvl 47 ^ to 47 ^^^.
Ice goblins are on the islands, the glacial constructs near the icewail pass.

I have destroyed the elementals that were in my vision.
I have slain many goblins and it seems to have satisfied the need for revenge within the ring.
I have destroyed the glacial constructs and reclaimed the lost magic of the ring.I have done all that the ring had demanded and now claim it as my own.
Stage 1

This quest is initiated by examining a thin blue band. This item drops on Icegills, Sheep, Sharks, Bears and Northern Stags in Everfrost.
- Kill 25 water elementals in Everfrost. Frigid Turbulances and Frigid Currents work. They are found in the waters of Icegill Lagoon.
- Kill 40 icegill goblins in Everfrost. Any icegill goblin will work; these are also found in Icegill Lagoon.
- Kill 20 Glacial Constructs in Everfrost.
